reservations for the OBC will ultimately hit the SC-ST hard.It may seem irrelevant that SC-ST sould be affected by the reservation to the OBC ,but i think a little of analysis will make it clear.today in IITs 22.5% seats are reserved for the SC-ST candidates , out of which only 40 to 50 % seats are fullfiled . The reason is that they(sc-st) are unable to surpass the minimum requirment of marks set by IITs i.e the 2/3 of the cut-off of the general category. now if the reservations for OBC come into force ,then the seats for the general categorieswill go down to 50% , then obviously the cut off will go up which in turn will raise the minimum requirment for the sc-st candidates. so there will be a further drought of sc-st students claiming zeats for the reserved quata .ultimately the unfulfilled seats will be filled from the general category.
